Vice President, Grants & Program Management


Amber Madden serves as Vice President of Grants & Program Management, bringing over a decade of leadership in federal grant program implementation. She is renowned for her expertise in economic and community development, particularly in federal, HUD, and CDBG-DR grants management. Amber oversees all Housing Community Development and Infrastructure contracts and offers subject matter expertise to state and local grantees on federally funded programs.

Her impressive track record includes leading the $1.2 billion Florida Emergency Rental Assistance Program for the Department of Children and Families and serving as the Policy and Program lead for New York City’s $4.2 billion CDBG-DR grant for Hurricane Sandy recovery. This role encompassed over $3 billion in multi and single-family housing programs, approximately $100 million in economic revitalization programs, and $1.1 billion in infrastructure, mitigation, and resiliency programs. Additionally, Amber assisted the City of Houston in establishing efficient financial policies for its $1.2 billion CDBG-DR allocation for Hurricane Harvey Recovery programs.

Currently, Amber is a technical advisor for Puerto Rico’s R3 single-family housing recovery program, focusing on efficient workflows, documentation requirements, and contract oversight. She is well-versed in federal procurement regulations and sub-recipient management, highlighted by her extensive training, including CDBG Regulations, DRGR, and Federal Cross-Cutting Regulations like 2 CFR 200, URA, and DBRA. Her bilingual capabilities in Spanish and English further enhance her ability to serve diverse communities effectively.
