Amy Baker is the President of the Consulting & Technology Division at Tidal Basin, where she leads strategy and execution across various practice areas, including disaster recovery, mitigation, and infrastructure. With 26 years of experience as a leader and engineer, she excels in delivering projects that focus on client satisfaction, overseeing a team of over 500 staff, and achieving more than $135M in annual revenue.
She brings decades of experience supporting disaster grant programs, including FEMA Hazard Mitigation, Public Assistance, Individual Assistance, and HUD CDBG-DR/MIT. She provides subject matter expertise for all business areas, specifically within our emergency management and technology consulting practices.
Previously, as Executive Vice President, she played a pivotal role in developing strategic plans and facilitating knowledge sharing across the organization. Her earlier experience at Tidal Basin includes serving as Director of Program Management, where she established Tidal Basin’s first-ever corporate project management office (PMO) and ensured quality and efficiency in project delivery.
Amy also held significant positions at AECOM, managing a $750M+ portfolio and leading federal market initiatives in the Southeast Water portfolio. Her extensive expertise encompasses disaster grant programs, including FEMA and HUD, and she has successfully managed multidisciplinary teams of over 1,000 professionals throughout her career.
She earned a Bachelor of Science in Civil Engineering from Tulane University and is a licensed professional engineer (PE) in the states of South Carolina, Louisiana, and Texas. She is also a Certified Floodplain Manager (CPM) and a Project Management Professional (PMP).
