Delilah Ruiz Manzano is a Director of Grants & Program Management at Tidal Basin.
Delilah is a program management professional with more than 15 years of experience in the public and private sectors. She joined us from the local government of Manati, Puerto Rico, where she served for nearly five years as Executive Director and Recovery Officer supporting the External Resources Department. While there she managed 85 percent of the federal grants allocated to the municipality, overseeing 42 recovery projects funded by FEMA and CDBG-DR, 20 CDBG projects, and 10 Federal Transit Administration capital and improvement projects. Previously, she served as the Executive Director of the Workforce Investment Opportunity Act (WIOA) Programs with the Puerto Rico Department of Economic Development and Commerce managing around $100M in funds from the US Department of Housing alongside fifteen (15) Regional Workforce Local Areas that provide services to the 78 municipalities of Puerto Rico.
