Federal Highway Administration (FHWA) Grants
The FHWA Emergency Relief (ER) program is intended to supplement States, counties, cities or other federal agencies when appropriate, to help with unusually high expenses resulting from natural disasters or catastrophic failures.
FHWA or federal-aid roads, are all public roads, not functionally classified as either local or rural minor collectors by State highway agencies. The ER Program and the FEMA Public Assistance (PA) Program are similar but are distinguished by different criteria in eligibility requirements such as funding thresholds and cost shares. Local non-federal entities work directly with their State Department of Transportation agency instead of with FEMA or other federal agencies as done with the PA Program.
