FEMA Programs and Procurement

The FEMA Public Assistance (PA) Program is a reimbursement program and the burden of proof of the damages is the applicant’s responsibility; therefore, a thorough record-keeping and accounting system to track costs is essential to qualifying for and retaining FEMA funds. FEMA’s procurement regulations are outlined in the Uniform Administration Rules at 2 CFR Part 200 – adopted by the Department of Homeland Security. The rulemaking which is intended to make procurement and other federal grant administration requirements uniform for all recipients and sub recipients identifies eleven general procurement standards, some of which are mandatory. Prior to reimbursement, FEMA will review the recipient’s and sub recipient’s written policies and procedures to ensure requirements are met.
