Emily Sprague is the Assistant Vice President of Grants and Program Management. She has over 13 years of experience as a Community Development Block Grant Disaster Recovery (CDBGDR) housing expert and has worked on CDBG-DR and FEMA Permanent Housing Construction (PHC) programs for some of the largest disasters to affect the US mainland and territories, including recovery from Hurricanes Sandy, Harvey, and Irma/Maria, and Typhoon Yutu.  

Emily’s work with housing programs includes repairs and reconstructions for existing buildings inside and outside of the floodplain, as well as elevating existing homes to bring the structures into compliance with current regulations (including building codes, zoning/planning regulations, and flood zone requirements). In areas where it is not appropriate to reconstruct existing housing, she has experience with resettling vulnerable populations outside of hazardous areas, including areas with landslide risk.  

Before joining Tidal Basin, Emily worked at another renowned emergency management and environmental consulting firm. She is a registered architect in New York State and received her B.Sc. with Honors in Architecture, with a Spanish minor, from the University of Virginia, and she earned a Master of Architecture degree from the University of British Columbia in Vancouver, BC.
