James Kelley

President, MLU Services


James Kelley serves as the President of MLU Services, a division of Tidal Basin Group, where he oversees all strategic and tactical planning for MLU’s operations. James has over 25 years of experience in construction project management and logistics management. As a graduate of the University of Maryland with a bachelor’s in engineering, geographical information systems, and geography, and a deep-rooted understanding of the Federal Emergency Management Agency’s (FEMA) policies, business processes, and mission objectives, James is an ideal leader for the MLU Services team.

James leads MLU’s procurement strategies, supplier and supply chain decisions, negotiations with customers, and determines senior leadership for all projects. He is accountable for adherence to performance, budget, schedule, and quality on each mission. Having led projects in states like Florida, Kentucky, Louisiana, North Carolina, and California, James has overseen everything from haul and installation to maintenance and deactivation of temporary housing units. His meticulous attention to detail and customer service ensures every MLU project complies with federal, state, and local regulatory requirements and that all client requests for support are promptly addressed.

With a demonstrated track record in managing logistics for large-scale projects and teams, James has proven that efficiency and responsibility are at the heart of his leadership. His guidance drives and empowers his team to provide reliable and quality solutions for disaster logistics and temporary housing needs nationwide. His commitment to maintaining high performance standards, budget adherence, and quality ensures every mission is executed flawlessly. Under James’s leadership and the great work of the MLU team, combined with Tidal Basin Group’s expert emergency response advisors and personnel, clients can expect to receive an expansive suite of reliable, flexible, rapid response services in the aftermath of a disaster.
