Jeffrey Allen
Deputy Director, Recovery
With over three decades of experience in leading teams and managing operations during crises, Jeffrey is an expert in long-term disaster recovery and emergency management. He currently serves as the Deputy Director of Recovery at Tidal Basin, overseeing various projects to ensure client satisfaction and quality. As a certified FEMA instructor, he has trained over a thousand students in recovery and resiliency courses.
His career highlights include roles as a Program Delivery Manager for FEMA Region 3 and as the Emergency Preparedness Manager for Penn State Hershey Medical Center during the COVID-19 pandemic. He also served as Pennsylvania’s first Commonwealth Disaster Recovery Coordinator, coordinating recovery efforts for communities impacted by Hurricanes Irene and Lee.
A military veteran with 25 years of service in the US Army Infantry, Jeffrey has received the Bronze Star Medal (3) and Defense Meritorious Service Medal, among others. He has authored several publications on disaster recovery and resilience. Jeffrey is committed to helping businesses and government agencies navigate complex challenges. He leverages his knowledge and strategic insight to build resilient communities. He holds an M.S. in Administration from Central Michigan University and a B.A. in International Politics from The Pennsylvania State University, with expertise in FEMA Public Assistance, long-term recovery, and financial recovery of healthcare facilities.
