Ashlee is a leader in the emergency management industry with a passion for supporting communities, businesses, and organizations. Ashlee uses modern, strategic approaches to develop and sustain successful programs and builds longstanding relationships with colleagues, clients, and stakeholders. Ashlee’s specialties include catastrophic planning, mass evacuation and sheltering, mass casualty, airports, aviation, and large-scale special event planning.  

Prior to joining Tidal Basin, Ms. Delventhal served the emergency management community at Denver International Airport, the New Orleans Office of Homeland Security and Emergency Preparedness, FEMA, and the American Red Cross. This experience enables her to lead project teams and support clients from the perspective of an emergency manager and with a working knowledge of the public sector. 

Ashlee holds a Bachelor of Science in Emergency Management and a Master of Science in Applied Aviation Safety. She is an International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) and a Certified Member (CM) of the American Association of Airport Executives (AAAE).

Ashlee’s interest in emergency management began after Hurricane Andrew destroyed her hometown in a suburb southwest of Miami, FL, in 1992. She knew she wanted to be part of the solution in disasters instead of a bystander. In 2003, she began her career in Emergency Management. Since then, Ashlee has responded to 14 major disasters and three mass casualty accidents while helping countless entities strengthen their preparedness programs. Ashlee currently lives in Denver, CO, with her husband and two dogs.

Planning & Development Project Manager

As a Planning and Development Project Manager, you will manage, oversee, and coordinate all facets of pre-construction, project development, bid/award, and project close-out phases for all assigned projects. You will work closely with the design team to ensure focus on the approved original project scope.

Your role involves planning, organizing, and preparing reports to upper management regarding the status and progress of various projects. You will coordinate with all relevant public agencies to fulfill federal and state requirements and liaise with representatives from various utility and government agencies to facilitate timely action on successive project phases. Monitoring project budgets on a monthly basis, you will ensure that budgets accurately reflect the status and progress of projects. You will resolve complex issues, disputes, and disagreements related to planning, design, and construction projects. Reviewing the status and overall progress, you will ensure that project scopes remain within the approved project definition.

Additionally, you will assist the project team with contracts, bid, and contract planning, implement project or program policy guidelines and procedures, suggest improvements, and execute approved changes. Evaluating new developments and strategies affecting program objectives and results, you will work with technical personnel to estimate the costs of building and alteration projects.

Historic Preservation Specialist & Coordinator

In the role of Historic Preservation Specialist & Coordinator, you will manage the District’s compliance regarding historical resources, particularly in relation to the California Environmental Quality Act (CEQA). This involves coordinating with the District’s CEQA compliance group to ensure adherence to CEQA provisions for historical resources through the identification, documentation, and management of LAUSD’s historic assets, as well as the preparation and review of environmental compliance documentation.

You will review LAUSD projects and activities involving campuses with historical resources to plan for the avoidance, mitigation, or minimization of potential impacts on the historic integrity of these campuses. Ensuring the District’s compliance with established design guidelines, including the District’s Historic Context Statement, Design Guidelines and Treatment Approaches for Historic Schools, School Design Guide, and Program Environmental Impact Report for the School Upgrade Program is a key responsibility.

Additionally, you will provide or update comprehensive performance guidelines and criteria as necessary. Your role includes preparing historic assessments for the District’s campuses, such as Historic Resource Evaluations, Character Defining Features Memoranda (CDFM), and Secretary of the Interior (SOI) conformance reviews. You will offer historic review and input during the schematic, 50%, and final planning phases for projects at the District’s historic campuses, complete peer reviews, historic document reviews, and historic consultant management reviews.
