Maximizing Your Financial Recovery
We provide comprehensive grant management strategies throughout all phases of the recovery process. - FEMA compliance reviews & guidelines and overlaps with Housing and Urban Development (HUD), and Federal Highway Administration (FHWA) funding program requirements
- Sandy Recovery Improvement Act of 2013 (SRIA), including Alternate Procedures Pilot Programs and Dispute Resolution PA Program and Policy Guide FP 104-009-2 as updated in April 2017

Who We’ve Helped
Puerto Rico Electric Power Authority (PREPA)
Tidal Basin Caribe is providing services to support PREPA’s recovery from Hurricanes Irma and Maria. Our subject matter experts are providing technical assistance and guidance on every aspect of FEMA’s Public Assistance program, including grants management, project formulation, and policy strategy, as well as the 404 HMGP. To date, Tidal Basin has helped secure obligations totaling $1.8billion in PA funds, with additional funding pending.
Hurricane Maria, Puerto Rico STEP Program
Tidal Basin implemented FEMA’s Sheltering and Temporary Essential Power (STEP) Pilot Program for the Commonwealth of Puerto Rico after Hurricanes Irma and Maria – the largest and most complex application of this program in FEMA history with obligation of $1.7 billion.
Super Storm Sandy, Port Authority of New York & New Jersey (PANYNJ)
Tidal Basin provided PA, hazard mitigation, FTA and insurance recovery support to the PA NYNJ in managing their estimated loss of more than $2 billion following Hurricane Sandy. We also supported the Port Authority in their FEMA recovery following the 9-11 Terrorist Attacks and their insurance recovery following the 1993 World Trade Center Bombing.
State of Alaska
Since 2011, Tidal Basin has provided the State of Alaska with technical assistance, staffing and program management support, state-run individual assistance efforts, disaster closeout assistance, and State Hazard Mitigation Plan update efforts.
Hurricane Iselle, Volcanic Eruptions & Earthquakes, State of Hawai’i
Since 2014, Tidal Basin has provided FEMA PA and hazard mitigation staffing and program/grant management services, technical assistance, and project closeout support to the Hawaii Emergency Management Agency. With Tidal Basin’s help, $33.3 million in FEMA PA funds have been obligated to date with additional funding pending.
Hurricane Irma, City of Key West, Florida
Tidal Basin is supporting Key West with recovery efforts from damage caused by Hurricane Irma, including managing FEMA eligible cost recovery related to debris removal, emergency protective measures, and permanent repair efforts that have resulted in $43.5 million in recovery costs.
