Fostering Collaborative Preparedness
Tidal Basin implemented a comprehensive exercise divided into three modules, each targeting specific objectives to ensure effective comprehension and retention of exercise outcomes. These interactive modules went beyond the traditional tabletop exercise (TTX) format, offering unique elements to enhance participant engagement.
Emphasizing the criticality of every department and agency in supporting the emergency response capabilities of Los Angeles World Airports (LAWA), the exercise took place at the LAWA Police Facility Community Room. The Crisis Leadership Team (CLT) consisted of 33 players, 10 observers, and nine exercise staff and partners.
These participants represented key organizations, including LAWA executives and supervisors, city partners such as the Los Angeles Fire Department, the Mayor’s Office, and the Los Angeles Emergency Management Department, as well as federal partners like the Transportation Security Administration (TSA), Federal Aviation Administration (FAA), Customs and Border Protection, and the Center for Disease Control and Prevention (CDC).

Enhancing preparedness through executive-level exercises
Tidal Basin’s exercise encompassed a comprehensive approach to address a wide range of potential threats and hazards. These included aircraft incidents, organized protests, cyber-attacks, construction accidents, coordinated attacks, and active shooter situations.
Unlike traditional tabletop exercises that rely on discussion scenarios, this program incorporated interactive elements that closely replicated real-world decision-making and activities.
The success of this program emphasizes the vital role of executive-level exercise programs in bolstering preparedness and ensuring effective outcomes across diverse markets.

Crisis Leadership Team Hybrid Workshop and Tabletop Exercise
In April 2023, the Los Angeles World Airports (LAWA), the City of Los Angeles, and other federal partners participated in a hybrid workshop tabletop exercise facilitated by Tidal Basin Government Consulting (Tidal Basin) preparedness experts. LAWA required a consultant to create an exercise addressing multiple scenarios focused on intentional acts designed to cause harm to the airport, personnel, and passengers.
