Senior Director, Response & Debris


Ashlee is a leader in the emergency management industry with a passion for supporting communities, businesses, and organizations. Ashlee uses modern, strategic approaches to develop and sustain successful programs and builds longstanding relationships with colleagues, clients, and stakeholders. Ashlee’s specialties include catastrophic planning, mass evacuation and sheltering, mass casualty, airports, aviation, and large-scale special event planning.  

Prior to joining Tidal Basin, Ms. Delventhal served the emergency management community at Denver International Airport, the New Orleans Office of Homeland Security and Emergency Preparedness, FEMA, and the American Red Cross. This experience enables her to lead project teams and support clients from the perspective of an emergency manager and with a working knowledge of the public sector. 

Ashlee holds a Bachelor of Science in Emergency Management and a Master of Science in Applied Aviation Safety. She is an International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) and a Certified Member (CM) of the American Association of Airport Executives (AAAE).

Ashlee’s interest in emergency management began after Hurricane Andrew destroyed her hometown in a suburb southwest of Miami, FL, in 1992. She knew she wanted to be part of the solution in disasters instead of a bystander. In 2003, she began her career in Emergency Management. Since then, Ashlee has responded to 14 major disasters and three mass casualty accidents while helping countless entities strengthen their preparedness programs. Ashlee currently lives in Denver, CO, with her husband and two dogs.

Mechanical Engineer (Federal – FEMA PA TAC)

As a Mechanical Engineer, you will be required to deploy in various capacities, including:

  • As a Site Inspector, you will inspect permanent facilities damaged by disasters to document the extent of disaster-related damages. You must be adept at measuring facilities and their components, reviewing and analyzing professional architectural and engineering reports, designs, and as-built plans.
  • Another critical role is that of Program Delivery Manager (PDMG), where you will deliver the Public Assistance Program and assist eligible applicants and sub-applicants. This position requires managing a diverse set of stakeholders, facilitating both in-person and remote meetings, and reviewing documents for program compliance.
  • As a Technical Specialist, you will provide technical expertise to FEMA for various tasks or efforts, ensuring that all technical aspects of projects are effectively managed.
  • Moreover, as a Cost Estimator, you will estimate the costs involved in rebuilding or replacing facilities damaged during a disaster, providing accurate and detailed cost assessments to support recovery efforts.

Disaster Response Specialist

As a Disaster Response Specialist, you will deploy to disaster-affected areas to provide essential on-the-ground support. You will assist in setting up, managing, coordinating, and supporting the operational needs of the response effort as directed. This role requires adherence to all guidelines, policies, and procedures associated with each assignment.

Effective communication is crucial in this position. You must clearly communicate and provide accurate, timely information as needed. You will offer support and assistance to disaster survivors in Disaster Recovery Centers (DRCs), shelters, or other designated locations. Furthermore, your responsibilities include providing support and assistance to Emergency Operations Centers (EOCs) and fulfilling duty positions related to your areas of responsibility within the Response framework.

Collaboration is key to maximizing support efforts and streamlining response activities. You will work closely with local agencies, non-profit organizations, and volunteers. Additionally, maintaining accurate records of activities—such as incident logs, inventories, and operational updates—is an essential part of this role. You will also prepare detailed reports for internal review and external reporting to stakeholders as directed.
