The 12th Emergency Management for Airports Summit 2025 takes place from February 5 to 7 at the Hotel Grand Pacific in Singapore. Ashlee Delventhal, a leading disaster response and emergency preparedness professional, is chair of the summit. From February 5 to 6, she presents topics including managing aircraft emergencies, overcoming challenges in implementing emergency plans, and mass evacuation and casualty management. On February 7, she leads a workshop on improving inter-agency communication and coordination during airport emergencies. Ashlee Herring Delventhal, CEM, CM

Senior Director, Response


Ashlee is a leader in the emergency management industry with a passion for supporting communities, businesses, and organizations. Ashlee uses modern, strategic approaches to develop and sustain successful programs and builds longstanding relationships with colleagues, clients, and stakeholders. Ashlee’s specialties include catastrophic planning, mass evacuation and sheltering, mass casualty, airports, aviation, and large-scale special event planning.  

Prior to joining Tidal Basin, Ms. Delventhal served the emergency management community at Denver International Airport, the New Orleans Office of Homeland Security and Emergency Preparedness, FEMA, and the American Red Cross. This experience enables her to lead project teams and support clients from the perspective of an emergency manager and with a working knowledge of the public sector. 

Ashlee holds a Bachelor of Science in Emergency Management and a Master of Science in Applied Aviation Safety. She is an International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) and a Certified Member (CM) of the American Association of Airport Executives (AAAE).

Ashlee’s interest in emergency management began after Hurricane Andrew destroyed her hometown in a suburb southwest of Miami, FL, in 1992. She knew she wanted to be part of the solution in disasters instead of a bystander. In 2003, she began her career in Emergency Management. Since then, Ashlee has responded to 14 major disasters and three mass casualty accidents while helping countless entities strengthen their preparedness programs. Ashlee currently lives in Denver, CO, with her husband and two dogs.

Site Inspector (Federal – FEMA, PA, TAC)
Location: Multiple States

Tidal Basin is seeking on-call Site Inspectors to join our Federal Disaster Recovery Cadre and support FEMA’s Public Assistance (PA) Program. Inspectors will assess disaster-affected sites to document damages, measure facilities, and compile reports for grant applicants. This role involves creating maps, photo markups, and entering data using FEMA software.

Key Responsibilities

  • Conduct site inspections and document disaster damages.
  • Create detailed reports, including Damage Descriptions and Dimensions (DDD).
  • Work closely with stakeholders and provide exceptional customer service.

Qualifications

  • 5+ years in construction, inspection, or engineering; Professional Engineer license preferred for engineers.
  • Familiarity with FEMA’s Grants Manager is required (or ability to learn).
  • Ability to work in challenging conditions and travel extensively for long durations.

Electrical Engineer (Federal – FEMA PA TAC)
Location: Multiple States

Tidal Basin is seeking experienced Electrical Engineers to join our Federal Disaster Recovery Cadre. This on-call position supports FEMA’s Public Assistance (PA) Program, assisting communities in disaster recovery by providing technical expertise and ensuring compliance with program regulations. 

Key Responsibilities:

  • Conduct site inspections to assess and document disaster-related damages to permanent facilities.
  • Develop Damage Descriptions and Dimensions (DDD) and Site Inspection Reports (SIR).
  • Estimate reconstruction or replacement costs for damaged facilities.

Qualifications:

  • Bachelor’s degree in Electrical Engineering.
  • Mid-Level: 5+ years of experience in Electrical Engineering; Professional Engineer (P.E.) license (preferred).
  • Senior Level: 10+ years of experience; P.E. license required.
