About the NACo Corporate Premier Forum

The NACo Corporate Premier Program is a strategic initiative designed to connect companies with county officials across the United States. This program offers businesses the opportunity to engage with NACo’s extensive network, which includes over 3,000 counties, 40,000 elected officials, and 3.6 million county employees. The goal is to build healthy, safe, and vibrant communities through partnerships that add value to counties and enhance marketplace efficiencies. Sponsorships are available on an annual or multi-year basis, allowing companies to align their goals with NACo’s vision without endorsing specific products or services.

The NACo Corporate Premier Forum includes exclusive events such as the Corporate Premier Experience Day, which features activities like a golf outing at Torrey Pines Golf Course and a San Diego Zoo experience. Participants can enjoy a day of networking and leisure, with a golf tournament, animal encounters, and free exploration of the zoo. The day concludes with a reception and dinner at Eddie V’s Prime Seafood.

The following day, Content Day, is held at the La Valencia Hotel, featuring sessions in the Veranda Ballroom. Allen Davis

State Director, California


Allen Davis serves as the State Director for California, developing and supporting client relationships in the California region. Allen has worked in disaster preparedness, response, and recovery for 15 years. He served more than 11 years at the US Department of Homeland Security’s Federal Emergency Management Agency (FEMA) in Regions VI and IX. He supported various other FEMA regions throughout his tenure. Allen’s experience at FEMA includes serving as Public Assistance Group Supervisor, Operations Section Chief, Infrastructure Branch Director, and Deputy Federal Coordinating Officer on a multitude of events throughout the United States and its protectorates, including Guam, the Commonwealth of the Northern Mariana Islands (CNMI), and American Samoa.

He served as an infrastructure Subject Matter Expert (SME) on the Catastrophic Typhoon Plan for Guam, the CNMI, and the Southern California Catastrophic Earthquake Plan.

Allen supported FEMA’s Response division as the Infrastructure Branch Director on the Incident Management Assistance Team (IMAT) and Liaison Officer (LNO). He served as an infrastructure Subject Matter Expert (SME) on the Catastrophic Typhoon Plan for Guam, the CNMI, and the Southern California Catastrophic Earthquake Plan. Also, while at FEMA, Allen assisted in developing the first edition of FEMA’s Public Assistance Program and Policy Guide (PAPPG), redesigning the PA Delivery Model, and implementing FEMA’s Grants Portal and Manager systems.

Allen is a seasoned manager, policy expert, technical writer, instructor, and relationship-builder. He excels at optimizing the delivery of disaster programs to maximize and expedite the provision of assistance for Tidal Basin clients.

Logistics Specialist (Federal Temp Power)

We are expanding our Disaster Response team with experienced Site Safety and Health Professionals to support disaster-impacted communities. The Site Safety and Health Specialist must meet experience and certification requirements and be ready to deploy within 24 to 72 hours to the impacted area. This is a temporary employment opportunity.   

The ACI Temp Power contract is an On-Call agreement to assist FEMA by installing and deactivating temporary generators at FEMA sites after a Presidentially Declared Disaster. Once FEMA activates the contract, resources may need to be deployed to the disaster site within 24 to 72 hours. The deployment duration is anticipated to be 6 to 8 weeks per activation.

The Logistics Specialist ensures efficient transport of personnel and subcontractors to and from the Point of Embarkation (POE)/Point of Debarkation (POD). Additionally, they will assist with managing the particulars surrounding the procurement, maintenance, and transportation of mission materials and equipment. This role will manage logistics plans to optimize consumable inventory levels.

Federal Civil or Structural Engineer (FEMA PA TAC)

In the role of a Federal Civil or Structural Engineer with FEMA’s Public Assistance Technical Assistance Contract (PA TAC), you may be called upon to fulfill various critical positions. As a Site Inspector, you’ll assess and document damage to permanent facilities after disasters. This role requires proficiency in measuring facilities, completing Site Inspection Reports (SIR), and capturing Essential Elements of Information (EEI). Understanding volume concepts and using tools like tape measures, measuring wheels, and laser levels is essential. Site Inspectors must also provide their own Personal Protective Gear and measuring equipment.

A key role is the Program Delivery Manager (PDMG), who is responsible for delivering the Public Assistance Program and supporting eligible applicants. This position requires managing diverse stakeholders, facilitating meetings, and reviewing documents for compliance. The PDMG must communicate the PA Program to stakeholders and simplify complex policies.

As a 406 Mitigation Specialist, you will advise stakeholders on mitigation strategies for impacted facilities. This involves creating cost estimates, conducting Benefit-Cost Analysis (BCA), and writing 406 Mitigation proposals. These positions are vital for FEMA’s mission to efficiently manage disaster recovery efforts.
