The 2025 NCAFPM 34th Annual Conference and SCAHM Joint Conference will take place from April 6 to 9, 2025, at the Holiday Inn Resort in Wrightsville Beach, North Carolina. This collaborative event offers a unique networking opportunity for members of both organizations.

Mark Boone

Sr. Director of Engagement Management


Mark Boone is a Sr. Director of Engagement Management at Tidal Basin. He brings a formidable track record of more than seventeen (17) years of experience leading large-scale recovery and resilience-building initiatives.

His command over federal funding, program management, and disaster mitigation includes eighteen (18) disaster recovery programs, effectively managing response, recovery, and mitigation programs to help communities recover and build resilience for future storms. Before joining Tidal Basin, he served as Senior Program Manager at a competing, industry-renowned emergency management consulting firm, where he oversaw the Puerto Rico Non-Federal Match Program (NFMP), aiding rebuilding and resilience initiatives for communities affected by Hurricanes Irma and Maria.

Mark previously served as temporary Response Program Manager at Tidal Basin, supporting the Florida COVID-19 Pandemic Vaccine Program by playing a key role in overseeing and supporting distribution operations at POD (points of delivery) sites for nearly 16 million vaccinations provided to residents throughout Florida.

His career also includes pivotal roles in disaster mitigation at other emergency management consulting firms. He served as the Senior Administrator for Monroe County, Florida, where he oversaw their Hazard Mitigation Assistance (HMA) and Community Development Block (CDBG) Grant programs, wrote grants, and served as the Public Information Officer (PIO) for the State of South Carolina and for Mecklenburg County in Charlotte NC.

Mark is a graduate of Dallas Baptist University and is a Certified Floodplain Manager (CFM) with specialized training from HUD Exchange and FEMA Independent Studies.

Hazard Mitigation Specialist
Location: Anchorage, AK

Tidal Basin is seeking a skilled Project Manager to lead hazard mitigation programs and ensure project success. This temporary role involves providing technical guidance, developing strategies, overseeing project teams, and ensuring compliance with federal, state, and local regulations.

Key Responsibilities:

  • Collaborate with clients to administer and monitor FEMA mitigation grant programs.
  • Develop, review, and implement mitigation plans and assess project eligibility based on FEMA guidance.
  • Serve as a project lead to coordinate activities and ensure compliance with FEMA policies.

Qualifications:

Project Manager – Public Assistance
Location: Remote

Tidal Basin is seeking an experienced and dedicated Project Manager to lead disaster recovery initiatives under the FEMA Public Assistance program. This role demands strong leadership and project management skills, along with a deep understanding of emergency management activities, particularly in disaster recovery.

Key Responsibilities:

  • Manage FEMA Public Assistance projects, ensuring timely and budget-conscious execution.
  • Develop comprehensive project management plans and maintain accurate project documentation.
  • Conduct damage assessments, assist in writing damage reports, and oversee Project Worksheet (PW) development for eligibility and cost estimations.

Qualifications:

  • Bachelor’s degree preferred; or associate degree with 5+ years of FEMA Public Assistance experience, or 10+ years without a degree.
  • Minimum 3 years of project management experience in disaster recovery/emergency management fields.
  • Proficiency in FEMA’s Grants Portal and strong technical knowledge of FEMA regulations and policies.
