Overview

Tidal Basin Caribe has been actively providing housing and infrastructure recovery support in Puerto Rico for years and across the nation for decades. Through our work as the program manager on the Tu Hogar Renace recovery program, our team successfully delivered the largest ever FEMA Sheltering and Temporary Essential Power (STEP) program for the Puerto Rico Department of Housing (PRDOH) at a record pace, under budget, with more than a 98% satisfaction rate. This program was implemented in conjunction with PRDOH and the oversight manger, with multiple clean audits by FEMA and the Inspector General. This experience and knowledge of Puerto Rican systems and processes positions Tidal Basin Caribe to accelerate program design and delivery, providing PRDOH confidence in a trusted partner.

Local Knowledge and Expertise

Tidal Basin Caribe experience includes recovery grant management, design and construction management in all 78 municipios in Puerto Rico. Our team and key staff of industry professionals have deep experience delivering infrastructure solutions across the island. This unparalleled knowledge allows us to tailor our solution to mitigate client risk and accelerate program delivery.

No other team is more committed or qualified to successfully deliver recovery programs to Puerto Rico. We have managed not just one program on the island, but more than 15 large-scale programs totaling more than $15 billion – utilizing an average of 90% local firms and residents.

We Work For Puerto Rico

In every project, we are on-site as trusted advocates and advisors, effectively managing and maximizing the Commonwealth’s financial and physical recovery.

Few firms can match Tidal Basin’s integrated knowledge of the federal funding sources available from agencies such as the Department of Housing and Urban Development
(HUD), Federal Emergency Management Agency (FEMA), U.S. Department of Treasury, the National Resource Conservation Service, the Department of Transportation (DOT), and many more.

Tidal Basin Caribe looks forward to continuing our support for the citizens, municipios, and Commonwealth agencies to create a more resilient Puerto Rico.

How We Can Help

Tidal Basin Caribe has been providing program management, grant management, project formulation, hazard mitigation, and housing and infrastructure program support for Puerto Rico agencies, including PRDOH and PREPA, since 2018.

Additionally, we provide recovery program management nationally, including the states of Alaska, California, Colorado, Florida, Georgia, Hawaii, Iowa, Illinois, New Mexico, New York, Michigan, Tennessee and the U.S. Virgin Islands. Our work with the State of New York includes providing FEMA PA, IA and HMGP program management for more than 4,787 subrecipients – with a program total of $17 billion in federally funded projects. We have successfully responded to more than 20 disasters for New York state, ranging in scope from a small $2.7 million snow emergency requiring eight staff, to five simultaneous disaster events totaling $550 million in damages, written up on 8,974 PWs and requiring, at their peak, 165 support staff.

In Puerto Rico, our team is on-site on the island and fully dedicated to the programs we support, making project resources available to stand-up program operations promptly. We scale staff accordingly throughout the life of a project to meet the needs of Puerto Rico and subrecipients.
