On August 7, 2020, the Department of Housing and Urban Development (HUD) released FR-6218-N-01 which describes program rules, statutory and regulatory waivers, and alternative requirements applicable to supplemental Community Development Block Grant Coronavirus (CDBG-CV) funds that are now available to grantees to aid with the coronavirus pandemic. The supplemental CDBG-CV funds can also be applied to annual formula CDBG grants previously awarded in fiscal years 2019 and 2020.

“The nation faces significant public health and economic challenges related to this respiratory disease. To address these challenges, CDBG-CV and CDBG grants are a flexible source of funding that can be used to pay costs that are not covered by other sources of assistance, particularly to benefit persons of low and moderate income.[1]

Grantees may utilize CDBG-CV funds for preventing, preparing for, and responding to the coronavirus pandemic (both direct and indirect), but all activities must be adequately documented. The deadline for application for CDBG-CV funds is August 16, 2021. These funds permit states (grantees) to carry out activities directly. States must include a list of the use of all funds for activities it will carry out directly and how the use of the funds will prevent, prepare for, and respond to coronavirus.
