Support to Government Emergency Management

The Tidal Basin team has experience supporting government emergency management agencies with preparedness, augmenting staff, rapid response, developing and implementing hazard mitigation programs, managing disaster recovery and grants management efforts, administering disaster-related housing programs, and assisting disaster survivors and local governments with navigating through the full disaster lifecycle.

Tidal Basin has provided a full range of portfolio management; emergency management; and grants management services for federally funded programs with FEMA, HUD, U.S. Treasury and other funding streams, as well as software integration support to numerous state, local, territorial, and tribal governments including Alaska, California, Colorado, Florida, Georgia, Hawaii, Michigan, New Mexico, New York, Puerto Rico, Tennessee and the U.S. Virgin Islands. We provide high-quality, efficient and effective programs that can be sustained long after our contractual relationship has ended.

Staff Augmentation

Governments face complex operational requirements following the impacts of large-scale disasters.Responseand recovery efforts place a tremendous amount of pressure upon governmental emergency management agencies and their partners to support the rapidly expanding and ever-changing arena of federal and local response and recoverydemands. Tidal Basin maintains a team of seasoned professionals with current program knowledge to help fill any gaps that may arise. We can provide staff to support operations in your Emergency Operations Center (EOC) as well as for a wide range of recovery programs.

Hazard Mitigation

Tidal Basin has vast FEMA Hazard Mitigation Assistance (HMA) experience. The Tidal Basin team has workedalongside government and local jurisdictions for decades, providing strategic, tactical, and hands-on experience implementing FEMA’s HMA programs. Our staff include a former FEMA Hazard Mitigation Branch Chief and five formerState Hazard Mitigation Officers (SHMOs). Tidal Basin is currently the primary Hazard Mitigation contractor for the states of New York, Alaska, and Hawaii. Our team has successfully implemented acquisitions, elevations, infrastructure projects, greenspace development, wetland restoration, and more.

Recovery

Our disaster recovery professionals are uniquely familiar with the policies, procedures, and requirementsassociated with providing disaster recovery and portfolio and grants management services related to FEMA, HUD, DOT, and other funding sources, including those authorized under the CARES Act. Our team has practical experienceoverseeing local government, and federal response and recovery efforts, having supported successful disaster recovery initiatives from some of the largest disaster impacts across the country.

CDBG, CDBG-DR, CDBG-MIT

Tidal Basin has an experienced and seasoned team of Community Development Block Grant subjectmatter experts, across all HUD funding streams, with a concentration on CDBG, CDBG-Disaster Recovery (CDBG-DR) and CDBG-Mitigation (CDBG-MIT). Tidal Basin stands ready to support governments at all levels responding to disastersand throughout the long-term recovery process, with a focus on building resilience into recovery. Working side by side with local governments Tidal Basin can manage all aspects of housing, infrastructure, economic revitalization, and public service DR and MIT program design and implementation. This includes Action Plan writing, training and technical assistance, subrecipient management, program and grants management, construction oversight and inspections, and project closeout. Our focus is always on best practices with the goal of accelerating your recovery, while also ensuring impactful and federally compliant programs.

Disaster Response, Housing

Tidal Basin has provided FEMA with nationwide housing inspection services to assess federally declared disaster-related damage, assisting the government with determining federal aid for disaster survivors. Our firm has experienced and seasoned housing subject matter experts, trained FEMA inspectors, program managers and field personnel. Wehave a flexible response system that enables us to scale office and field staff on demand. The team has developed customized applications to support program management and data transference from the field to FEMA seamlessly connecting FEMA ACE-4 and NEMIS systems. Tidal Basin designed and implemented numerous technologies that enable an efficient and comprehensive response to accomplish FEMA’s goals. Our processes are tested and support just-in-time (JIT) delivery.

Related Past Performance

New York State Division of Homeland Security and Emergency Services

Since 2004, Tidal Basin has provided technical assistance and program management to support recovery operations including state hazard mitigation plan updates, FEMA PA and Hazard Mitigation Grant Program (HMGP) management, state-run individual assistance (IA) efforts, and disaster closeout assistance. We are currently supporting the state’s federal grants management related to its COVID-19 response, and our team continues to support and inform the state’s finance division in their funding distribution strategies and in identifying additional PA-eligible projects related to past disasters. Our team managed the development of over 1,200 HMGP project applications to include technical support to state agencies and local jurisdictions on behalf of the New York State Division of Homeland Security and Emergency Services (NYS DHSES) after Superstorm Sandy. Project types included: generators and microgrids, stream gauge installation, flood walls and floodgates, levees, bulkheads and berms, dam rehabilitation, infrastructure retrofits, electrical and mechanical elevations, green infrastructure projects, stormwater management and drainage projects, bridge reconstruction, wind retrofits, and underground electrical burial.

State of Alaska

Tidal Basin has supported the State of Alaska since 2011 by providing various services, including but not limited to: technical assistance, staffing and program management support for disaster recovery operations, state-run IAefforts, disaster closeout assistance, and state hazard mitigationplan update efforts.Tidal Basin has provided staff for registering, planning, verifying and estimating damages, as well asapplicant case management.Additionally,we havefurnished staff for all aspects of FEMA PA program office, field operations, and administration. Our team supported HMGP application development for all project types to include but not limited to: seismic structural/non-structural retrofits, acquisition/demolition, elevations, erosion and flood control, and generators.

State of Hawaii

Since 2014, Tidal Basin has provided both support staff and aState Hazard Mitigation Officer (SHMO)who act on behalf of the Hawaii Emergency Management Agency (HIEMA).These individuals workhand-in-handwith subrecipients and guide them through the FEMA PA Program and New Delivery Model (FEMA Grants Portal).Our team provided technical support to HIEMA and local communities to develop approximately 100 HMGP and Pre-Disaster Mitigation (PDM) applications. Additionally, Tidal Basin providestechnicalassistance on both the 404HMGPProgram and CDBG processes, with more than $33.3 million in PA funds obligated to date and additional funding pending.

State of Michigan

In 2019, Tidal Basin conducted a statewide Threat, Hazard Identification and Risk Analysis (THIRA) to submit the FEMA-required Stakeholder Preparedness Report (SPR) and, in the process, develop a comprehensive strategic plan for the state. Tidal Basin conducted a series of workshops to solicit feedback and build a statewide Emergency Management and Homeland Security Strategic Plan that will guide future investments for the next 3-5 years.
