Please join us in welcoming Ian Carlo Serna to the Tidal Basin family! Ian is a project manager supporting our work in Puerto Rico.

An engineering professional and attorney with over two decades of experience in planning and government and legal counseling, Ian has supported the government of Puerto Rico for the past decade as executive director on numerous land development and infrastructure programs.

In his most recent position, he oversaw the development of 3,400 acres of land and facilities including a power distribution line system, water filter plant, and more than 100 miles of roads. His previous role consisted of managing all operations in development of a multi-cargo port, assisting with the establishment and implementation of public policies related to the port, and preparing strategic operational plans.

In addition to his governmental advisory experience, Ian worked at various engineering firms and as the president of a law firm. He holds a Juris Doctorate and a master’s degree in civil engineering with a focus in geotechnical engineering.
