Please join us in welcoming Michelle Cullerton-Conforti, MEP, and David Seto to the Tidal Basin team! Michelle and David will both be serving our Project Management Office (PMO) division as Senior Directors and project managers overseeing major projects. They will be supporting all of our business units, beginning their work on the Florida Emergency Rental Assistance Program (ERAP).

Michelle is an accomplished, performance-oriented professional with 20+ years of experience developing and implementing homeland security and disaster management programs in both the private and public sectors. Michelle most recently served as Assistant Commissioner, Homeland Security and Emergency Preparedness for the Chicago Fire Department (CFD) where she administered a portfolio of over $100M in Department of Homeland Security grant programs. Before her time at CFD, she served at the Chicago Office of Emergency Management and Communications where she focused on large-scale incident and event planning and response. Prior to her roles at the local level, Michelle was in private sector consulting where she served as a hazardous materials responder on long-term deployments to federally declared disasters throughout the nation. She is a FEMA-certified Master Exercise Practitioner (MEP) and has designed and conducted 100+ Homeland Security and Exercise Evaluation Program (HSEEP) multi-discipline trainings and exercises.

David is a multifaceted, highly analytical professional with 25 years of experience in various industries. His knowledge spans security and compliance, supply chain fulfillment, and construction and business management. Following his work in commercial construction and program and project management, he provided consulting services in support of client initiatives such as emergency management planning and training, corporate office COVID-19 return-to-work planning, business and strategic planning, and physical security and risk assessments.
